Abstract

This paper provides a model for analyzing the quality of government based on the inputs, outputs and processes of governance. There are considered as components of the quality of government the democracy, public institutions and social and economic development. This makes it possible to differentiate the direction of government from three aspects: social and political stability, citizenship participation and bureaucratic processes, social equity. The application of this model allows the analysis of the quality of government by integrating the main trends reported in the literature which allows for a comparative framework between nations and levels of government both transversely and longitudinally.
